They changed that recently you can get rep for anything you kill provided its the right mob. Level doesnt matter. In the Burning Crusade instance you stop getting rep at i think honored for the lower level instance and have to do Heroics or raids to get the rep after that. And the same with the Northrend area.
You can still at 80 go to the plaguelands and kill the undead for rep, and you get the same amount you normally would at the level of the area. :)
Yes they can as long as they aren't gray leveled when you target them.. say like a level 73 mob if you were level 80
